LANSING, MI—General Motors plans to spend $1 billion in Michigan over the next 15 years while reaching a pact with the Snyder administration to cap the value of state business tax credits it receives. GM is the last of the Detroit 3 automakers to negotiate a limit on the Michigan Economic Growth Authority, or MEGA, credits first awarded in 2009 during former Gov. Jennifer Granholm’s administration.
