Boeing To Triple PAC-3 Seeker Production Under Seven-Year Defense Framework

HUNTSVILLE, AL—Boeing has entered a seven-year framework agreement with the U.S. Department of War to triple production of PAC-3 seekers, expanding manufacturing capacity to meet growing global demand for air and missile defense systems.
The agreement is part of the federal government’s “Arsenal of Freedom” initiative, aimed at strengthening the defense industrial base and accelerating production of critical military technologies.
PAC-3 seekers, produced by Boeing, enable interceptor systems to identify, track and defeat advanced threats, including hostile aircraft, hypersonic weapons, and ballistic and cruise missiles. The expanded production framework is intended to significantly increase the availability of these components for U.S. and allied defense systems.
“This agreement paves the way for us to scale rapidly to deliver increasingly sophisticated seekers,” said Bob Ciesla, vice president, Boeing Precision Engagement Systems.
To support the ramp-up, Boeing has invested more than $200 million since 2024 to expand seeker production capacity at its Huntsville facility. The investment includes a 35,000-square-foot expansion designed to modernize manufacturing operations and increase throughput.
In addition to facility expansion, the production increase will require workforce growth and deeper supplier integration. Boeing said the agreement will support hiring for specialized, high-skill roles while strengthening partnerships with domestic suppliers to reinforce a U.S.-based manufacturing network.
Under the framework, Boeing will work alongside the Department of War and Lockheed Martin, the prime contractor for the PAC-3 Missile Segment Enhancement system, to immediately begin ramping production. The parties are expected to negotiate a multi-year contract later this year.
Boeing reported that it increased PAC-3 seeker deliveries by more than 30 percent in 2025, signaling early progress in scaling production. The new agreement is expected to accelerate that trajectory, positioning the Huntsville operation as a key node in the nation’s defense manufacturing infrastructure.
